Job Seekers: New Enterprise Incentive Scheme (NEIS)
 

About NEIS
BRACE is a provider of the New Enterprise Incentive Scheme (NEIS) for the Commonwealth Government Department of Employment and Workplace Relations. (D.E.W.R.).

NEIS is a scheme designed to assist suitable, eligible unemployed persons receiving Centrelink income support or pension to setup their own small business.

NEIS offers successful applicants:
  • Training in the Certificate IV In Business (Small Business Management) and business plan development.
  • Financial assistance in the form of income support for up to 12 months from the commencement of the business.
  • Mentoring for 12 months from the commencements of the business
  • Business advice and support

    BRACE will:
  • Select suitable participants whose business proposal meets all eligibility criteria and demonstrates it has the potential to be viable within 12 months of commencing the business.
  • Arrange/conduct courses and/or other flexible training arrangements for persons selected into the NEIS program.
  • Provide business advice and support whilst the business is being established.

    About NEIS Training
    Applicants who are selected for the New Enterprise Incentive Scheme are required to undertake training in the Certificate IV in Business (Small Business Management) designed to incorporate the knowledge and skills required for people commencing and operating their own businesses.

    NEIS training is conducted for periods of between 7 to 10 weeks for class room delivery. Other flexible learning options are negotiated with successful NEIS applicants who live in more isolated areas, or unable to attend training as scheduled.

    The Certificate IV in Business (Small Business Management) covers research, planning, marketing/promotion, business operations, regulatory and legal requirements, and business financials through the following units of competencies.

    Assessment for the Certificate IV in Business (Small Business Management) will be through the structured assessment exercises, the business plan, and through assessment of activities within the business once it has commenced.

    During the training you will be assisted with developing a business plan for your business. A NEIS Advisory Committee will assess the business plan. You may be recommended for NEIS Allowance it the plan shows that by the end of 52 weeks of NEIS Allowance is likely to provide a net income equivalent at least to the basic rate of NEWSTART Allowance for each person in the Business. Note: Conditions do apply and these will be discussed with you.

    Jobseeker Eligibility
    To be eligible for NEIS assistance, you must:
  • Be registered with Centrelink as seeking employment
  • Be at least 18 years of age at the time of signing the NEIS Participant Agreement.
  • Be available to participate in small business management training and work full-time in the business
  • Be receiving unemployment allowances or other forms of qualifying Centrelink allowances including Parenting Payment Partnered (PPP) and Parenting Payment Single (PPS), but excluding the Age Pension and Family Tax Benefit
  • Not be an undischarged bankrupt
  • Not having received NEIS Allowance in the previous two years

    Business Eligibility
    To be eligible for NEIS assistance your proposed business must:
  • Not have operated on a commercial basis
  • Be independent, lawful and reputable (i.e. not likely to bring the Commonwealth into disrepute-DEWR reserves the right to make this assessment)
  • Be assessed as commercially viable by a NEIS Provider
  • Not involve the purchase or take-over of an existing operational business: and
  • Not compete directly with existing businesses unless it can be demonstrated that there is an unsatisfied demand for the product or service, or the goods or services are to be provided in a new way. Note NEIS is a competitive scheme and places are limited. Eligibility for NEIS does not guarantee you will be accepted

    About NEIS Allowance
    Applicants who successfully complete NEIS training and meet all other NEIS criteria (including producing a business plan demonstrating commercial viability of their business idea) may be eligible to receive NEIS Allowance Payments paid fortnightly for up to 12 months. NEIS Allowance is equivalent to the basic adult single rate of NEWSTART Allowance.
